Request For Proposal (RFP): Everest FCU Web Application Platform

Statement of Work: Web Application Development

Project Overview: Everest Federal Credit Union (EFCU)’s scope of work for the web application development involves creating a comprehensive online digital member onboarding experience, incorporating dynamic forms (7-9 forms that input field changes as selected), integrations with electronic identity verification (Plaid), manual document capture for failed automatic verifications, funding capabilities during account opening (ClearViewMerchant Services), and electronic signature capture (eDoc). The goal is to deliver the best possible digital onboarding experience, ensuring a seamless, user-friendly, and secure process for all onboarding at Everest.

Objectives:

  1. Implement Dynamic Forms: Develop adaptive forms that adjust based on account types and options chosen. Both account/loan forms. Examples of dynamic forms: here here  
  2. Enable Electronic Identity Verification: Integrate automated identity verifications (Plaid)
  3. Provide Manual Document Capture: Allow manual capture of identity documents if automatic verification fails. 
  4. Incorporate New Account Funding Capabilities: Facilitate fund capture (ClearViewMerchant)  during account opening process in compliance with PCI-DSS. 
  5. Integrate Electronic Signature Capture: Implement eDocSignature for secure and efficient electronic Capture
  6. Enhance Data Security: Implement robust security measures to protect sensitive member data. Full BSA-Compliant onboarding process throughout. 
  7. Achieve High Availability: Design for maximum uptime and quick loads time to ensure reliability

Acceptance Criteria:

  1. Successful demonstration of dynamic form behavior, changes as selected
  2. Completion of end-to-end testing with verified identities 
  3. Seamless integration of manual document upload feature 
  4. Successful completion of end-to-end transaction tests with PCI-DSS framework.
  5. Electronic signatures integrations meeting BSA- standards and positive user feedback 
  6. Completion of security audits without critical vulnerabilities a
  7. System uptime exceeding 99.9% during testing and successful execution of disaster recovery drills.

Timeline and Selection Process

July 12th: Request for Proposal (RFP) kicks off. Live on Everest website. 

July 18th: Proposal submission deadline; 11:59 pm eastern time. 

Top 2-3 vendors selected must be available to meet with Everest FCU IT Committee. On July 19th available between 5-10pm EST or July 20th 10-11am EST. 

July 19th – July 20st: Evaluate received proposals based on technical expertise, team, resources, experience on working with financial institutions,  cost, and with Everest IT Team Rubrics. Interviews will be held immediately with top vendors based on selection criteria. 

July 20th: IT Committee present to Everest Board for final Approval. Afterward, notify the selected vendor, and start the development. 

September 25th: Application to be available for all kinds of testing. Functional, integration, performance, security, usability testing. 

October 4th: Final product delivery. Application is live for new members to enroll at Everestfcu.org for complete digital account opening and loan applications.
